제5회 아시아여성학회 국제학술대회 ✨아시아 페미니즘의 새로운 도전✨ 

5th Congress of AAWS 2019 ✨Facing New Challenges for Feminisms in Asia


  위티는 지난 주말, 제5회 아시아여성학회 국제학술대회에 초대받았어요. [아시아 여성운동과 미투운동 (Asian Women's Activism and the MeToo Movement)] 이라는 주제강의에서 '스쿨미투' 운동에 대해 설명했습니다. 해당 주제강의에서는 타마삿 대학교의 Chalidaporn Songsamphan 님이 사회를 맡아주셨습니다. 권김현영 선생님이 한국의 미투 운동 전반에 대해, 위티에서 스쿨미투 운동에 대해 설명하였어요. 오사카 대학교의 Muta Kazue님께서 일본의 미투 운동에 대해 설명해주셨고, 뉴욕시립대학교의 Kyoo Lee 님께서는 'meTalk에서 weListen으로'라는 기조를 가지고, 미투 이후 시민사회의 과제에 대한 이야기를 나눠주셨습니다. 아시아의 다양한 국가에서 여성들이 어떤 고민으로, 어떻게 싸우고 있는지를 들을 수 있는 의미있는 시간이었습니다. 



위티에서는 양지혜 공동대표가 2018년 11월 3일, 스쿨미투 집회 <여학생을 위한 학교는 없다>를 시작으로 이어진, 여학생들의 운동에 대해 발제했습니다. 학교라는 폐쇄적이고 억압적인 환경에서 스쿨미투 고발자들이 취했던 운동의 방식과 겪어야 했던 어려움이 무엇인지를 중심으로 이야기를 시작했습니다. 나이를 이유로 사법기관에서 부당한 처우를 경험하거나, 사안처리과정에 참여할 수 없는 등 청소년이기에 겪어야 했던 특수한 억압에 대해서도 설명했어요. 스쿨미투 고발을 '교권침해' 혹은 '학교 망신'이라고 여기는 문화 때문에, 불편함을 말하기 더욱 어려워진 현실에 대해 이야기했습니다. 스쿨미투 운동의 주요한 과제로, 학생이 주도적으로 참여하여 학내 성평등에 대한 문화와 합의를 만들 수 있는 기반이 필요하다는 이야기를 나눴습니다.



  큰 자리에서, 많은 여성 운동가 분들과 함께하게 되어, 긴장되고 설레는 자리였습니다. 미투 이후, 아시아 여성운동의 과제에 대해 논의하며, 새로운 캠페인 아이디어도 얻었어요. 발제가 끝난 이후에는 일본의 활동가 분이 교류를 제안해주시기도 했습니다. 앞으로도 다양한 위치에 있는 여성들과 연대하여, 성평등한 세상을 만들기 위한 노력을 다하겠습니다. 초대해주신 아시아여성학회 국제학술대회 준비팀에 다시 한 번 감사의 인사를 드립니다.

여학생을 위한 학교는 없다 (No School For Girls)


2018년, 한국의 미투 운동은 수십 년간 은폐되었던 학내 성폭력을 고발하는 스쿨미투 운동으로 이어졌다. 이 운동은 2018년 대한민국 사회에서 가장 많이 리트윗된 사회분야 이슈로 선정될 만큼, 큰 파급력을 가졌다. 2018년 11월 3일, 서울 한복판에서 250여 명의 여성 청소년이 모여 집회를 열었다. ‘여학생을 위한 학교는 없다’라는 제목의 집회였다. 이들은 2018년 4월부터 시작된 학내 성폭력 고발운동(스쿨미투)을 주도한 여성 청소년들이었다. 여학생들은 서울에 이어 5개 지역에서 스쿨미투 집회를 만들었으며, 스쿨미투를 지지하는 4천 여 명의 서명과 요구를 UN과 청와대에 전달했다. UN아동권리위원회는 스쿨미투를 쟁점질의목록으로 선정했으며, 대한민국 정부에 학내 성폭력 근절을 위한 다양한 과제를 권고했다.

우리는 성평등한 학교를 만들기 위한 대안으로 학내 성폭력 전수조사, 페미니즘 교육 도입, 학생인권법 제정, 사립학교법 개정, 상담인력 충원 및 역량 강화, 가해자에 대한 제대로 된 처벌과 피해자의 진실, 정의 및 회복에 대한 권리 보장을 요구했다.

그러나 스쿨미투 고발 이후의 해결책은 ‘가해교사 징계’에만 머물러 있으며, 학교 내에서 성평등에 대한 논의의 장은 시작조차 되지 않았다. 대한민국 정부와 시도교육청은 성평등 교육에 대한 책임을 회피하고 있다. 학생들은 학내 성폭력 사안처리 과정과 처벌 결과에 대한 정보를 얻을 수 없었다. 학내 성폭력은 교육의 일부분으로 정당화되었으며, 스쿨미투 고발 운동은 ‘교권을 침해하는 행위’로 규정되었다. 심지어 절반에 가까운 가해교사는 학교로 복직할 수 있는 가벼운 수위의 처벌을 받는 등 가해교사 처벌도 제대로 이루어지지 않았다.

여성 청소년들은 여전히 학교에서 말할 수 없는 존재로 남아있다. 스쿨미투 운동에 참여한 청소년들은 세상을 바꾸는 여성 청소년들의 말하기가 계속되기 위해, 청소년 페미니스트 네트워크 ‘위티’를 창립했다. 오늘의 발제에서는 스쿨미투 운동과 청소년 페미니스트들이 제기하는 앞으로의 과제에 대해 발표하고자 한다.

  In 2018, following the MeToo movement emerged the SchoolMeToo movement calling out sexual violence in schools that has been acquiesced for decades. SchoolMeToo movement went viral, having been selected as the most re-tweeted social issue in the South Korean society in 2018. On 3rd November, 2018, 250 teenage girls gathered in Seoul and organised a rally, with its slogan: ‘No School for Girls’. They were the teenage girls who led the movement of calling out sexual violence in schools (SchoolMeToo movement) which started back in April 2018. The teenage girls also organised SchoolMeToo rallies in five other cities following that in Seoul, and delivered the signatures and demands of over 4000 citizens to the United Nations and the Blue House. #Schoolmetoo was included in the List of Issues by the United Nations Committee on the Rights of the Child (UNCRC), and the UNCRC recommended that the South Korean government should provide diverse measures to eradicate sexual violence in schools.

  As a solution for making schools a gender equal space, we demanded a total inspection on sexual violence in schools, implementation of feminist pedagogy, enactment of the Students’ Rights Law, amendment of the Private School Act, reinforcement in recruitment and capability of professional counsellors, and ensuring of the effective punishment on the perpetrators and of the victim’s rights to truth, justice, and recovery.

  However, the solution provided after the SchoolMeToo movement has merely reached taking disciplinary actions on the perpetrator teachers, while there is still no platform to actually discuss gender equality in schools. The South Korean government and Metropolitan and Provincial Offices of Education are avoiding their responsibility for education on gender equality. Students did not get access to information on the procedures of the cases of sexual violence in schools being handled and the final decision on the punishments. Sexual violence in schools was justified to be part of the ‘education’, and the SchoolMeToo report movement was defined to be an ‘infringement upon the teachers’ rights’. Furthermore, almost half of the perpetrator teachers only received soft punishments that enabled them to be reinstated, which shows that the punishment on the perpetrator teachers was not taken seriously.

  Teenage girls are still left silenced in schools. In order to sustain the voices of teenage girls changing the world, Teenagers who participated in the SchoolMeToo movement founded the Teenager Feminist Network ‘WeTee’. The future goals of SchoolMeToo movement and the teenage feminists will be shared in today’s presentation.
